OBVERSE: Robed female figure, her left hand resting on a shield bearing a double-headed eagle, her right holding the staff of a flag. Behind her, a wreath around the dates 1878/1903
REVERSE: Inscription in 6 lines, within an ornamental border; an eye within an irradiated triangle above, the square and compasses below.
